To start I am currently using Firefox version 40.0.3. The Add-on I am asking about is FoxClocks. Since FoxClocks update to version 4.0.2 I can not update the timezone data base, the current one of which is 2015e released on 6/13/2015. If I roll back to version 3.4.14.1 everything works fine including update the time zone database to 2015e, but when FoxClocks updates to version 4.0.2 I am stuck at time zone database version 2015d released on 4/24/2015.
If we have any FoxClocks users here they might post, but typically the author of the addon won’t see this topic, you would have to shoot him an email, or post on his support site.

If no one replies here, it would be a good idea to try that approach.
I was hoping some other users here might have some input. I have two emails in via the developer’s website and am awaiting a response there as well.
