Can you tell me what is the formal policy regarding using server-side scripts while using add-ons i.e what are the restrictions on using PHP/Python scripts as server side?

The technologies used on the server side are irrelevant for add-on review purposes. All that matters is that the add-on communicates with the server via data APIs, and doesn’t download any code to execute.

Do you allow trial add-ons i.e add-ons that work (with all their features) for a period of time, then the user can keep using them only upon payment / subscription?

No, the core features need to be permanently free if you want your add-on to be listed.
