I go to Developer Hub -> My Submissions -> <Plugin>, and select Edit above the Technical Details section. I enter some text for Developer Comments, and then click Save Changes. I am then presented with a screen that states:
Oops! Not allowed.
You tried to do something that you weren’t allowed to.
Try going back to the previous page, refreshing and then trying again.
I have tried variations of this several times without success.
