Want to change from Aeotec zwave to Sigma Designs. Aeotec just does not see to find any devices.
Can I just swap them.

This could be because the Aeotec dongle is operating at a different frequency from your devices. The frequencies are country specific: https://www.silabs.com/products/wireless/mesh-networking/z-wave/benefits/technology/global-regions
You should be able to just swap dongles. Any devices currently paired with the Aeotec would need to be factory reset in order to pair with the new dongle.
